Penrith City Council is leading the way towards a vibrant future for St Marys with the finalisation of the St Marys Town Centre Master Plan.

At the Ordinary Meeting on 3 March 2025, Council endorsed the Master Plan which sets out a long-term plan to guide future growth and development of the St Marys Town Centre over the next 20 years. You can download and view the Master Plan in the 'Documents' section on this page.

To support the implementation of the Master Plan, Council has prepared the following:

  • Draft St Marys Town Centre Development Control Plan (DCP)
  • Draft St Marys Town Centre Development Contributions Plan 2025

These draft plans were put on public exhibition from Thursday 6 March until 11.59pm on Wednesday 2 April 2025.

Draft St Marys Town Centre Development Control Plan

Development Control Plans (DCPs) are documents that supplement the provisions of Local Environmental Plans (LEPs) with more detailed planning and design guidelines.

The Penrith Development Control Plan 2014 (Penrith DCP 2014) currently supports all planning instruments applying to the Penrith Local Government Area (LGA), including the Penrith LEP 2010.

There are different sections within the Penrith DCP 2014 to cover different areas within the LGA. The St Marys Town Centre is currently covered within Chapter E-15 St Marys / St Marys North.


Draft St Marys Town Centre Development Control Plan

Council has prepared a draft amendment to Chapter E-15 of the Penrith Development Control Plan 2014 (Penrith DCP 2014).

The draft amendment comprises a suite of place-based objectives and controls to guide development within the St Marys Town Centre, to support the implementation of the St Marys Town Centre Master Plan.

The draft controls relate to a broad range of matters, including built form and design, landscape and the environment, stormwater management, active transport, public open space, and the public domain, and would replace the current controls within Chapter E-15 of Penrith DCP 2014.

Draft St Marys Town Centre Development Contributions Plan

A Development Contributions Plan (also known as a Local Infrastructure Contributions Plan) is a public document that enables Council to levy new development to fund additional local infrastructure and services needed by that development. This infrastructure typically includes facilities such as parks, community facilities, roads and drainage.


Draft Development Contributions Plan for St Marys Town Centre

Council has prepared a draft Development Contributions Plan which will support the implementation of the Master Plan.

The St Marys Town Centre is set for significant growth, with an estimated 9,307 new dwellings and 8,360 jobs by 2041. To support this growth, substantial investment in local infrastructure is needed to meet the changing needs of the community and to support St Marys' role as a strategic centre.

The draft Contributions Plan has been prepared to ensure that new development contributes to the cost of essential infrastructure to support the increase in population and workforce, promoting sustainable and well-supported growth for the community.

The draft plan aims to deliver over $235 million in local infrastructure including traffic and active transport upgrades, public domain improvements, new and upgraded local open spaces, stormwater management works and a new library and community hub, by applying a 4.24% fixed-rate levy on development over $200,000.

St Marys Town Centre Master Plan

The St Marys Town Centre Master Plan was endorsed by Penrith City Council at its Ordinary Meeting on 3 March 2025. The Master Plan sets out a long-term plan to guide future growth and development of the St Marys Town Centre over the next 20 years and beyond.

The Master Plan builds on the directions and vision identified in the St Marys Town Centre Structure Plan. It was developed with input from the community, businesses, residents, government agencies, industry bodies and other organisations, and involved extensive place-based research, collaboration and evidence-based planning and design.

The plan was also informed by a series of supporting technical studies which investigated matters including transport, sustainability, urban ecology, heritage and First Nations culture, water management, infrastructure and feasibility.
