Factory Road is located in Regentville and runs between Mulgoa Road and the Nepean River. It is a popular road that links Glenmore Park and Regentville residents to the Nepean River.

There is currently no footpath or cycleway on Factory Road, which is increasingly busy as our population grows.

Cyclists must use the road and there is no way for pedestrians to safely make their way along Factory Road, between Mulgoa Road and the Nepean River.

A shared path will provide pedestrians and cyclists with a safe and accessible connection between Glenmore Park, Regentville, and the Nepean River.

• Improve safety and accessibility: for pedestrians and cyclists travelling between Glenmore Park, Regentville, and the Nepean River.
• Better connectivity: to the Nepean River and Great River Walk.
• Ease traffic congestion: on Factory Road by encouraging residents to leave their cars at home and walk, run, or ride to the Nepean River.
• Boost green canopy and improve streetscape: trees will be planted along the shared path to boost to provide shade, minimise urban heat, and encourage shared path use year-round.
• Encourage active lifestyles: by providing the infrastructure needed for residents to enjoy a walk, run, or ride to the Nepean River.

Pedestrians and cyclists will be able to use the shared path.

Work will be undertaken from Monday to Friday between 7am and 6pm. If required, some works may occur on Saturdays between 7am and 1pm. No work is permitted on Sundays or public holidays.

Council will work closely with the contractor to minimise disruptions to residents and provide updates as the project progresses.

This includes the development of a traffic management plan, and we will communicate any planned works or changes ahead of time.

Community consultation was conducted from Thursday 9 November until Sunday 3 December 2023.

During this time, 134 residents completed a survey to share their feedback.

100% of respondents said that a shared path would make Factory Road safer for pedestrians and cyclists.

This project was identified as a high priority project in the 2021 Penrith Green Grid Strategy, in response to the community’s concerns for pedestrian and cyclist safety on Factory Road, which currently has no footpath or cycleway despite being a popular route between Mulgoa Road and the Nepean River.

The draft design concept has been developed to address the need for a safe and accessible route for pedestrians and cyclists between Mulgoa Road and the Nepean River, and to align with Transport for NSW design guidelines.

This project is funded by a $4.46 million grant through the NSW Government’s Get NSW Active Program.

Construction will begin in July 2025 and is expected to take approximately five months, weather permitting. You can see a full project timeline on the right hand side of this page.

Street parking is expected to be impacted during construction. We will ensure disruption is minimised as much as possible for residents and businesses by implementing a traffic management plan and communicating planned works or changes ahead of time.

A traffic management plan will be developed ahead of construction taking place.

Four new raised crossings will be installed at key points along the proposed route to improve safety for pedestrians and cyclists. Cars will not be allowed to park within 20-metres before, or 10-metres after these crossings as per NSW Government parking rules.

There are no additional changes proposed for street parking on Factory Road or the surrounding roads.

Four raised crossings will be constructed to Transport for NSW standards at the following intersections:

• Spencer Street and Gibbes Street
• Spencer Street and Loftus Street
• Loftus Street and Factory Road
• Factory Road and Bundarra Road

A small number of shrubs and trees will be removed to allow construction works to be undertaken. More than 300 new trees and shrubs will be planted as part of the project.
