Parking availability in Soper Place – Thursday 1 April
A crane will lift concrete culverts into place along Soper Lane on Thursday 1 April.
This means approximately 25 three-hour parking spaces will be temporarily unavailable in the car park’s eastern section. Traffic controls will be in place on site to help manage this. Council apologises for any inconvenience caused.
To minimise congestion, if possible, we urge people to park elsewhere on Thursday. Alternate nine-hour parking is available at North Street car park, corner of Henry and Doonmore Streets. For further options visit: penrithcity.nsw.gov.au/parking
Soper Place car parking will return to its previous status on Friday 2 April.
Important update - parking availability in Soper Place from Monday 29 – Wednesday 31 March
Council will be undertaking soil sampling work next week in Soper Place from Monday 29 –Wednesday 31 March.
This means some parking spaces will be temporarily unavailable in the eastern section of the car park, as a drilling rig moves around to do this work. Traffic controls will be in place on site to help manage this temporary change. Council apologises for any inconvenience caused as a result.
Alternate nine-hour parking is available nearby at North Street car park, on the corner of Henry and Doonmore Streets. For further parking options you can also visit: penrithcity.nsw.gov.au/parking
Important update – Soper Lane access from 11 January
Part of Soper Lane within Soper Place car park will be temporarily closed to through traffic from Monday, 11 January, for approximately 10 weeks. Please click here to see where. This change is to allow underground works in Soper Lane to occur in preparation for Council’s planned transformation of Soper Place.
Parking will still be available and traffic controls will be in place to help car park users navigate this change. Local businesses that access their underground parking from Soper Lane will continue to be able to do so. Council’s contractor undertaking this work, Statewide Civil, contacted affected businesses before Christmas to provide advance notice and negotiate any special arrangements needed.
Some minor delays may be experienced on Soper Lane during these works while temporary structures to facilitate access are adjusted, but we will work hard to any minimise impacts. Christmas Break information
Council's enabling works will take a break over the Christmas period between Wednesday 23 December 2020 and Friday 8 January 2021. Works will resume on site at Soper Place again on Monday, 11 January 2021.
Important update - parking access in Soper Place on 25 November
Some parts of Soper Place car park will be temporarily closed on Wednesday, 25 November, due to environmental soil sampling. This activity is part of Council's enabling works to prepare for the planned development of Soper Place.
All parking in the Eastern sections of Soper Place from Woodriff Street will be unavailable for the day - please click here to see a map. Traffic controls will be in place to help car park users navigate this change. Access to parking in the Western side of Soper Place will continue to be available, with access maintained via Woodriff Street.

Car parking access in Soper Place will return to normal on Thursday 26 November.
Enabling works update
A temporary electricity outage will take place from 08.00-17.00 on Sunday 15th November to relocate high voltage lines in Soper Place - all affected addresses have already received notifications directly from Endeavour Energy.
Council's original timing of the different Phases involved in the enabling works at Soper Place has now changed. The same work is still occurring, just in a different order. We are currently working on Phase 2 (under NSW Health's carpark), with work near Belmore Street now not planned to occur until early 2021.

Temporary lane closure
On Wednesday 23 September, between 10am and 2pm, temporary works will occur in the westbound lane on Belmore Street. Access will be maintained through alternating the use of the eastbound lane through traffic controls, which may result in some delays to traffic using Belmore Street.
These works are required for sewer line investigations which are needed for the enabling works being done by Penrith City Council in Soper Place. We've scheduled this work to occur during non-peak hours to minimise inconvenience for motorists.
Temporary changed access
Access to Soper Place carpark via Woodriff Street North will be temporarily closed from 7-11 September because of a high voltage electrical line relocation.
Carpark access will still be maintained via Lawson Street. A digital message board will be in place to alert motorists.
