Planning Proposal for Jamisontown Uniting Church - 185 Mulgoa Road, Jamisontown

Council is publicly exhibiting a Planning Proposal for 185 Mulgoa Road, Jamisontown.

The Planning Proposal (PP-2026-1709) seeks to amend Penrith Local Environmental Plan 2010 (LEP 2010) to facilitate the heritage listing of the Jamisontown Uniting Church at 185 Mulgoa Road, Jamisontown.

Proposed amendments include:

  • an update to Schedule 5 Environmental Heritage Part 1 Heritage Items to include the Jamisontown Uniting Church (also referred to within the report as the ‘United School Church Building’), and
  • an update to the Heritage map tile to reflect the listing of 185 Mulgoa Road, Jamisontown.

On 7 September 2026, NSW Department of Planning, Housing and Infrastructure (DPHI) issued a Gateway Determination that:

  • determined that the Planning Proposal should proceed subject to certain conditions, and
  • authorises Council to exercise the functions of the local plan-making authority.

The Planning Proposal and supporting information are on public exhibition from Friday 25 September to Thursday 22 October. Council invites you to view and provide feedback on the Planning Proposal.

The Planning Proposal and supporting information can be viewed in the Document Library or in person at the Penrith Civic Centre, Penrith Library and St Marys Library.
