Council recently exhibited a Planning Proposal that seeks to make changes to the Penrith Local Environmental Plan 2010 (LEP) for 7 Council owned lots at the corner of Rodgers and Somerset Streets, Kingswood (Lots 137 to 143 DP 14333).

The Planning Proposal seeks to:

  • reclassify 7 parcels of Council owned land from ‘Community’ to ‘Operational’ land
  • rezone the land from RE1 Public Recreation to B4 Mixed Use, and
  • introduce a minimum lot size control over the rezoned lots.

A Planning Proposal is a request to the NSW Department of Planning and Environment to amend a LEP. LEPs are legal documents that guide future development through land use zones and development controls.

The NSW Department of Planning and Environment has not issued an authorisation for Council to exercise delegation to make this plan.

Public Exhibition

Council invited the public to comment on the proposed changes when the Planning Proposal and supporting information was publicly exhibited from Monday 18 March 2019 to Tuesday 16 April 2019.

The public exhibition has finished and the deadline for written submissions has passed.

Public Hearing

The process that Council must follow to reclassify the land required an independently chaired public hearing. The public hearing was held on Tuesday 4 June 2019.

The chair of the hearing has provided Council with a report on the hearing and submissions received. You can view the report in the Document Library to the right, or on request in Councils Penrith and St Marys offices.

Submissions received during the public exhibition and public hearing will be reported to Council for its consideration.
