Amendment No.
41 to the Penrith Local Environmental Plan (LEP) 2010 was published on 9 June 2023, enabling Council to
collect Affordable Rental Housing contributions from the development of
Glenmore Park Stage 3 and Orchard Hills North for the delivery of Affordable
Rental Housing within the Penrith Local Government Area.
The Glenmore Park and Orchard Hills North Affordable Rental Housing Contributions Scheme (The Scheme) was adopted by the Council on 20 March 2023. The Scheme can be found in the document library to the right of this page.
A Planning Proposal is a request to the NSW Department of Planning and Environment to amend a Local Environmental Plan (LEP). LEPs are legislative documents that guide future development through land use zones and development controls.
The LEP amendment seeks to apply an affordable rental housing contribution to the proposed urban release areas of Glenmore Park Stage 3 and Orchard Hills North for the purpose of delivering affordable rental housing across Penrith Local Government Area (LGA).
The intent of the proposed changes is to provide a transparent framework for development to make equitable contributions to enable the delivery of affordable rental housing within Penrith Local Government Area.
The Public Exhibition
The Planning Proposal was exhibited from Thursday 17 November 2022 to Monday 19 December 2022.

All submissions will be reported to the elected Council for consideration. If you make a submission, you will be notified of the dates of relevant Council meetings and how to address Council should you wish to do so.
