The Draft Amendment to Penrith Development Control Plan (DCP) 2014 Chapter D5 - Section 5.2 Child Care Centres and Minor Housekeeping Amendments is on public exhibition from Friday 16 May 2025 to Monday 16 June 2025.

The draft amendments are needed as Council is:

  • Experiencing immediate challenges in the assessment of Child Care Centre Development Applications (DA) and defence of appeals within the NSW Land and Environment Court (LEC)
  • Correcting urgent minor errors and anomalies for Chapters E7 Glenmore Park Stage 3 and E17 Orchard Hills North that are impacting the assessment of DAs under consideration.

Penrith DCP 2014 provides detailed planning and design guidelines to support the planning controls in the Penrith Local Environmental Plan (LEP) 2014. At its Ordinary Meeting of Council on Monday 28 April 2025, Council unanimously resolved to endorse public exhibition of the Draft Amendment to 5.2 Child Care Centres and to address Minor Housekeeping matters.

The current Penrith DCP 2014 Chapter D5 - Section 5.2 Child Care Centres is available on Council's website. The Ordinary Meeting report and minutes can be viewed here
