Review of Council's On-Site Sewage Management and Greywater Reuse Policy
Council has recently reviewed its On-Site Sewage Management and Greywater Reuse Policy to ensure that it remains contemporary and consistent with best practice. To protect public health and the environment, this policy provides direction for the community, consultants and Council Officers in relation to assessment and regulation requirements.
The key changes within the amended policy are highlighted below:
- Amending the name of the program to On-site Wastewater Management (OWM) to reflect new guideline documents;
- Introducing a high, medium and low risk rating approach for all OWM systems, which specifies how often a system’s ‘Approval to Operate’ is issued, noting that until existing systems are risk-rated, they will continue to be issued a 3-year ‘Approval to Operate’;
- Requiring AWTS service sheets to be provided in single, electronic PDF format to Council within 14 days of the date of service;
- Updating site assessment criteria;
- Introducing new and amending existing buffer distances and clarifying specific requirements in the event that buffer distances to certain features cannot be achieved;
- Clarifying Council’s definitions and requirements for commercial systems, systems servicing secondary dwellings and dual occupancies and systems located on flood liable land;
- Introducing requirements for the decommissioning of OWM systems, ánd
- Updating references to outdated legislation and guideline documents.
The Public Exhibition periods will conclude on Wednesday 18 March, 2026.
