The Nepean River is Penrith's greatest natural asset, a defining part of the City's identity and a much-loved destination for residents and visitors. Over the past decade, significant investment guided by the Our River Master Plan (2013) has transformed the river into a world-class recreational and tourism destination.
Building on this success, we have developed the Draft Our River Plan 2026–46—the first plan to consider the entire Nepean River corridor within the Penrith Local Government Area. Informed by community feedback gathered over recent years, the draft plan reflects what people value most: access to nature, better connections, new experiences, and a river that continues to thrive for generations to come.
This long-term strategic document identifies opportunities and priority projects across 4 precincts - from the rural landscapes of Agnes Banks in the north to the riverbanks at Wallacia in the south - recognising that each part of the river has its own distinct qualities, opportunities and challenges.
The draft plan is both visionary and aspirational, with the majority of projects and actions currently unfunded and requiring support from government and private stakeholders to bring its vision to life. The plan will provide a clear framework to guide planning, advocacy, partnerships and investment over the next 20 years.

How we developed the Draft Our River Plan 2026–46
The Draft Our River Plan 2026-46 has been shaped by community and stakeholder feedback gathered between 2023 and 2025 as part of the Our River Master Plan update and the Community Strategic Plan 2041.
This feedback highlighted the community's strong connection to the Nepean River and that access, active transport connections, amenities, parking and traffic management were key priorities alongside protecting nature, celebrating culture and recognising First Nations custodianship.
Vision, objectives and principles
The Draft Our River Plan proposes an overarching vision statement, objectives and guiding principles and opportunities for each precinct. The plan also identifies 14 priority projects across the 4 precincts, which are intended to improve connectivity and create new experiences for the community over time.
We want to hear your feedback on the vision statement, objectives and guiding principles and understand which projects should be prioritised for Council to advocate for funding. Feedback will be used to refine the final plan and guide future implementation.
