Council invites community feedback on the Review of Environmental Factors (REF) prepared for the Links Road (Section B), located in St Marys.
The proposed development includes:
- extension of Links Road to the Christie Street and Lee Holm Road intersection
- upgrade of the current unsignalised t-intersection at Christie Street and Lee Holm Road to a new four-way signalised intersection
- construction of additional road pavement and mill and re-sheet of existing pavement
- utility works and drainage infrastructure
- provision of infrastructure such as street lighting, signage and line marking, road furniture, traffic signals and relocation of transport (bus signage) infrastructure
- earthworks, landscaping and construction of retaining walls
This Review of Environmental Factors (REF) has been prepared by Keylan Consulting Pty Ltd for Penrith City Council (Council) and provides an assessment of the potential environmental impacts associated with the proposed roadworks to Links Road, Christie Street and Lee Holm Road, St Marys in the Penrith City Local Government Area.
The REF will be on public exhibition between 24 September 2025 to 23 October 2025. Relevant documents can be downloaded from this page. Hard copies can also be made available for public viewing at the Civic Centre and Council’s St Mary’s Office on Queen Street.
