Draft Structure Plan: A long-term strategic and spatial framework to guide growth, investment and change across the Kingswood-Werrington study area over the next 20 years. It sets the vision, place outcomes and directions for land use, jobs, housing, movement (including walking, cycling, public transport and roads), public spaces and social infrastructure.

Draft Place Plan: A short- to medium-term action plan focused on improving the place experience in Kingswood and Werrington centres. It identifies practical and achievable actions to enhance safety and comfort, cool and green streets and public spaces, local identity, centre activation and support for local businesses.

The draft plans relate to the Kingswood-Werrington corridor within Penrith’s broader East-West Corridor between Penrith City Centre and St Marys Town Centre.

• Structure Plan study area: The Kingswood-Werrington corridor (study area) is about 13.87 km2 across six suburbs – including Kingswood, Werrington, Caddens and parts of Cambridge Park, Claremont Meadows and Werrington County.

• Place Plan focus areas: Kingswood Local Centre and surrounds (generally within 800 metres of Kingswood Station) and Werrington Local Centre and surrounds (generally within 400 metres of Werrington Station).

• Support Kingswood-Werrington as an emerging health, education and innovation precinct, building on major anchors such as Nepean Hospital, Western Sydney University, TAFE NSW and The Quarter cluster.

• Focus growth around Kingswood and Werrington train stations and along key links between major destinations, making it easier to walk, cycle and use public transport.

• Provide new housing and greater housing diversity close to transport, jobs and services (including options that support students, key workers, professionals and families).

• Improve centres and public spaces in Kingswood and Werrington through place-based actions that can be delivered over the next five years to improve safety, comfort and shade, and support a stronger local identity.

• Plan for the infrastructure needed to support growth (such as streets and intersections, walking and cycling links, open space upgrades and utilities), and set out a staged pathway for future master planning and potential updates to planning controls.

• Speak with the project team in person: Join us at the Kingswood Neighbourhood Centre (Bringelly Road, Kingswood) on 17 June between 3pm and 5pm. It’s a great opportunity to speak with Council staff and ask questions.

Privacy: Submissions may be published (in full or in part) as part of the Council’s review and reporting process Please avoid including personal information you do not want made public.

• Council reviews all submissions and feedback received during the exhibition period.

• Council may update and refine the draft plans to respond to key issues raised (where appropriate).

• A communication and engagement report will be prepared to summarise what we heard and outline any recommended changes. The key findings and how the plans may be updated based on public exhibition feedback will be reported to Council’s Policy and Strategy Committee prior to finalisation. This is expected to occur later in 2026.

• The final Structure Plan and Place Plan will then be presented to Council for endorsement at a following Ordinary Meeting in late 2026.

• Once adopted, the Structure Plan provides the long-term framework and the Place Plan guides short-term actions. Further work may then include more detailed master planning for Kingswood and Werrington and (if needed) separate processes for any proposed updates to planning controls (such as LEP/DCP changes) and infrastructure funding mechanisms (such as development contributions plans). If adopted, commencement of the master plan is included in Council’s 2026–27 Operational Plan.

Many actions in the draft Structure Plan are expected to be delivered progressively over time and will depend on funding, feasibility and partnerships with government agencies, infrastructure providers, institutions and the community. Community engagement will continue as more detailed planning work is prepared.

The draft Structure Plan and draft Place Plan are strategic documents. They help guide future planning and decision-making, but they do not change planning controls immediately. Any future changes to planning rules (for example, zoning or development controls) would generally involve separate processes and further consultation.

In October 2025, Stockland and Western Sydney University submitted a proposal to the NSW Department of Planning, Housing and Infrastructure to amend zoning and development standards in the Penrith Local Environmental Plan 2010 to facilitate redevelopment of approximately 100 hectares of the University’s Werrington north and south sites to create a new mixed-use neighbourhood. This proposal is currently being considered as a state-assessed rezoning and the planning outcomes for these sites will be determined by the Department. This is a separate process to the draft Structure Plan currently on exhibition. The draft Structure Plan outlines Council’s preferred planning outcomes for the sites in the context of the wider Kingswood-Werrington corridor.
