Penrith City Council is planning for the future of Kingswood and Werrington. These are 2 of our key centres in the East-West Corridor between Penrith and St Marys, set to grow with more people and jobs over the next 20 years.

To help prepare for this change, we are gathering information from residents, businesses and organisations to help inform our plans for the future. This includes:

Kingswood - Werrington Place Plan

The Kingswood - Werrington Place Plan is a short-term plan to help shape Kingswood and Werrington to be safer, more welcoming and vibrant centres for everyone. It will set a shared vision for the 2 centres over the next 5 years and outline practical actions to improve streets, public spaces, safety, local business activity, events and community life.

It will complement and sit alongside the longer-term Structure Plan. The Place Plan will be supported by the Kingswood - Werrington Safety Audit which will assess safety issues in Kingswood and Werrington using Crime Prevention Through Environmental Design (CPTED) principles and make recommendations for improving safety.

This integrated project aims to:

  • enhance Kingswood and Werrington town centres through events, activations and short-term public domain improvements
  • improve feelings of safety in and around Kingswood and Werrington
  • support local businesses and attract investment
  • support community wellbeing and connection.

This project builds on the success of the previous ‘Think Bold Kingswood Place Plan’ which helped deliver town centre improvements, events and secure grant funding in Kingswood’s town centre.

East-West Corridor: Kingswood - Werrington Structure Plan

The East-West Corridor: Kingswood - Werrington Structure Plan is a long-term plan for the future of Kingswood and Werrington. Following community consultation last year, this plan is now in development and will set priorities for things like:

  • what land should be used for
  • improvements to public spaces and infrastructure
  • housing
  • jobs
  • different types of transport

We heard from many of you last year about what you like about Kingswood and Werrington, things you’d like to see improved and what you want these areas to look like in the future. To speak with more people and dive deeper, we conducted further community consultation in February 2026 through:

  • Walkshops at key locations in Kingswood and Werrington
  • Drop-in sessions at Werrington Shopping Centre and the Village Cafe in Kingswood.

Your feedback will help shape the Kingswood - Werrington Place Plan to ensure it reflects the needs of those who live, work, study or spend time in the area.
