Planning Proposal for Exhibition Village, 2183 The Northern Road, Mulgoa
Council is publicly exhibiting a Planning Proposal for 2183 The Northern Road, Mulgoa, within the Glenmore Park Stage 3 (GP3) release area. The proponent for the project is HomeWorld Group Pty Ltd.
The Planning Proposal seeks to amend Penrith Local Environmental Plan 2010 (LEP 2010) to permit an exhibition village as an additional permitted use on part of the site through an amendment to Schedule 1 – Additional Permitted Uses and associated mapping changes. The proposal would facilitate an exhibition village comprising approximately 94 display homes and associated facilities.
The Department of Planning, Housing and Infrastructure (DPHI) issued a Gateway Determination on 19 August 2026, allowing the Planning Proposal to proceed to public exhibition. Council is authorised to be the local plan-making authority for the Planning Proposal.
