Penrith City Council publicly exhibited amendments to the Glenmore Park Stage 3 Development Contributions Plan 2022 between 5 June 2025 and 2 July 2025.

At its Ordinary Meeting on 25 August 2025, Council endorsed the amended Plan. Amendment 1 Glenmore Park Stage 3 Contributions Plan is in force from 1 September 2025.

The plan which was exhibited can be viewed in the banner to the right side, or bottom of this page. The newly adopted plan is available to view and download on Council's Development Contributions Plans webpage.

The amendment introduced a rate on non-residential development to pay for essential infrastructure in Glenmore Park. This will see retail developments in Glenmore Park contributing to the cost of delivering new roads and stormwater drainage systems.

The proposed charge was exhibited at $879,840 per hectare of net developable area, and is subject to quarterly indexation. For example, a retail development on a 1 hectare site would need to pay $879,840, which would contribute to new roads and stormwater drainage in Glenmore Park.

As a result of post-exhibition checks, a handful of minor accounting errors were discovered in the previously adopted plan which have been ratified in this amendment. This results in an adjustment to the residential dwelling rate, which is reflected in the new plan.

How to make a submission

The community and industry members were invited to comment on the draft amendment will be on public exhibition from Thursday 5 June 2025 until Wednesday 2 July 2025.

Please note that submissions have closed and the plan is is now adopted and in-force.

The plan was adopted at Council's Ordinary meeting of the 25 August 2025, and came into force on Monday 1 September 2025.
