Penrith City Council is publicly notifying a draft Voluntary Planning Agreement (VPA) between Council, Scentre Management Limited, RE1 Limited and GPT RE Limited.

The draft VPA has been prepared to support Planning Proposal PP-2025-1540 and secures monetary contributions towards infrastructure in Penrith City Centre, consistent with Penrith City Centre Civic Improvement Plan 2008.

The notification period is Tuesday 27 October 2026 to Tuesday 24 November 2026. Submissions must be received by 5pm on Tuesday 24 November 2026.
