Penrith City Council is publicly notifying a draft Voluntary Planning Agreement (VPA) between Council and Mark Ventures Pty Ltd.

The draft VPA has been prepared in connection with approved development application DA22/0835. The development is located at 262-274 Caddens Road Claremont Meadows.

The draft VPA sets facilitates the dedication of 1.34 hectares of land zoned C2 Environmental Conservation which is identified for acquisition under the Claremont Meadows Contribution Plan (CP). In addition to the land dedication, the proponent will undertake establishment works in accordance with a Vegetation Management Plan (VMP), maintain these works for 12 months and provide a monetary contribution to support Council for the first 5 years of a maintenance program.

The notification period is from Thursday 30 October 2025 to Thursday 27 November 2025.
