Draft Planning Agreement for 221-325 Luddenham Road, Orchard Hills

Penrith City Council are publicly notifying a draft Voluntary Planning Agreement (VPA) between Council, Atilol Holdings and HB & B Property.

The draft VPA has been prepared in support of a Planning Proposal relating to 221-325 Luddenham Road, Orchard Hills. Council, at its meeting of 20 November 2023, resolved to endorse the Planning Proposal for finalisation, with a deferred commencement date of up to 6 months to ensure the VPA could be resolved and executed. The LEP Amendment relating to the Planning proposal was made on 28 March 2024 and comes into effect on 20 May 2024.

The draft VPA seeks to facilitate the delivery of upgraded roads, new public roads and traffic management facilities for Luddenham Road and Patons Lane and the dedication of land for the future widening of Luddenham Road to support the future development of the site.

The Draft Planning Agreement is on notification from Thursday 4 April 2024 to Thursday 2 May 2024. Submissions must be received by 5pm on 2 May 2024
