Draft Deed of Variation to amend Voluntary Planning Agreement for Orchard Hills North Stages 4a, 5 & 6

Penrith City Council is publicly notifying a draft deed of variation (the Deed) to amend the voluntary planning agreement (VPA) between Council and LegPro Orchard Hills (known as Legacy property).  

The Deed seeks to amend the VPA to facilitate the delivery of infrastructure, and the dedication of land identified within the Orchard Hills North Contributions Plan.

The Deed has been prepared in connection with approved development applications DA24/0431 and DA24/0536.

The notification period is Tuesday 30 June 2026 to Tuesday 28 July 2026. Submissions must be received by 5pm on Tuesday 28 July 2026.
