Draft Deed of Variation to amend Voluntary Planning Agreement for Luddenham Road Orchard Hills (Alspec Estate)

Penrith City Council is publicly notifying a draft Deed of Variation (the Deed) to amend the Voluntary Planning Agreement (VPA) between Council, HB&B Property and Atilol Holdings.

The Deed seeks to amend and clarify the timing of certain infrastructure and road access obligations under the VPA.

The notification period is Tuesday 27 October 2026 to Tuesday 24 November 2026.

Submissions must be received by 5pm on Tuesday 24 November 2026.
