About the strategy

Penrith City Council is developing a 10 year Biodiversity Strategy to protect, enhance and extend biodiversity values, as well as support our community to connect to and care for nature. To deliver better natural outcomes in Penrith LGA, we need our community, environmental organisations and institutions to work together to progress priority initiatives in key sites, and for critical species and plant communities. Your local input into priorities and actions can help make this plan more meaningful.

We have developed a draft Biodiversity Strategy to protect, enhance and expand biodiversity and community connection to nature in our LGA. Draft available in theDocument Library (right column on screen).

As part of our preliminary review, some respondents have raised concerns that are not based on the information provided in the draft strategy.

The Penrith Biodiversity Strategy is a planning document, not a statutory or regulatory instrument. It does not introduce new legal restrictions, alter zoning or affect the permitted uses of private land. Participation by private landholders is entirely voluntary and there is no requirement for landowners to engage in biodiversity actions.

The maps included in the Strategy provide an overview of significant biodiversity corridors. Their purpose is to help Council prioritise work on Council land and identify opportunities for voluntary partnerships with private landowners. Unlike the NSW Biodiversity Values Map, these maps do not impose restrictions or planning controls on private properties.

The Strategy is designed to support and encourage stewardship through resources and voluntary programmes, rather than enforcement or compulsory measures. When implementing actions, Council will continue to consider risks to human safety and property, including bushfire management and ongoing maintenance needs. Developed through extensive consultation, the Strategy aligns with State and regional plans to enhance biodiversity outcomes across the Local Government Area.

Strategic goals

The draft Strategy replaces Council’s original 2004 Biodiversity Strategy and introduces six strategic goals:

  1. Maintaining Biodiversity
  2. Extending Biodiversity
  3. Caring for Country
  4. Promoting Healthy Community
  5. Collaborating and Forming Partnerships
  6. Staff Training and Compliance Communication

It also integrates First Nations knowledge, prioritises ecological corridors and aligns with recent recommendations from the NSW Government’s Independent Review to achieve “nature positive” outcomes.
