About the strategy
Penrith City Council is developing a 10 year Biodiversity Strategy to protect, enhance and extend biodiversity values, as well as support our community to connect to and care for nature. To deliver better natural outcomes in Penrith LGA, we need our community, environmental organisations and institutions to work together to progress priority initiatives in key sites, and for critical species and plant communities. Your local input into priorities and actions can help make this plan more meaningful.
We have developed a draft Biodiversity Strategy to protect, enhance and expand biodiversity and community connection to nature in our LGA. We are now seeking community feedback on what people think about the strategy.
Complete the survey or make a submission by 5pm, Monday 8th December 2025 and you will go in the draw to win a Cumberland Plain Woodland field guide prepared by the late Teresa James.

Strategic goals
The draft Strategy replaces Council’s original 2004 Biodiversity Strategy and introduces six strategic goals:
- Maintaining Biodiversity
- Extending Biodiversity
- Caring for Country
- Promoting Healthy Community
- Collaborating and Forming Partnerships
- Staff Training and Compliance Communication
It also integrates First Nations knowledge, prioritises ecological corridors and aligns with recent recommendations from the NSW Government’s Independent Review to achieve “nature positive” outcomes.
