Council is publicly exhibiting a Planning Proposal for 211-227 Luddenham Road Orchard Hills, known as the Alspec Industrial Business Park (AIBP). The proponent for this project is HB & B Property Pty Ltd.
The Planning Proposal seeks to amend Penrith Local
Environmental Plan 2010 (LEP 2010) to amend the building height control
applying to a portion of the site, known as lot 11, from 24 metres to 40 metres.
The proposed amendment will enable high
bay warehousing development on this lot.
The proposed amendment to the building height control will enable progression of a concurrent State Significant Development Application (SSDA) which has been lodged with the Department of Planning, Housing and Infrastructure (the Department). The SSDA seeks consent for the construction and operation of a new storage and distribution warehouse, which includes a high bay warehouse component at the western portion of the building.
The Department issued a Gateway determination on 14 November 2025, allowing for the Planning Proposal to proceed to public exhibition. Council is authorised to be the local plan-making authority for the Planning Proposal.

The Planning Proposal and supporting information are on public exhibition from Thursday 27 November 2025 to Wednesday 14 January 2026. Council invites you to view and provide feedback on the Planning Proposal and supporting documents.
