Community consultation
We conducted community consultation from Monday 24 March until Wednesday 16 April 2025, to find out what the community would like to see in their new playspace. In August 2025, Year 7 students from Cambridge Park High School have developed a concept design for a new playspace for Allsopp and Paterson Oval in collaboration with Penrith City Council through the Penrith Mayoral Challenge (PMC) program.
The PMC program involves students in shaping their community, while building valuable skills in leadership, teamwork, decision-making, budgeting, inclusion, and First Nations cultural heritage appreciation.
As part of the program, students took part in a Walk on Country to build cultural understanding and connection to the site. This was followed by a two-day Parkathon, where they worked closely with Penrith City Council staff in collaborative teams to develop a playspace concept.
The students created a playspace concept design that incorporated feedback from the local community gathered earlier in the year, as well as bringing their own creativity.
Each team then pitched their concept to a panel of judges, who were impressed by the fun, inclusive, and thoughtful ideas. The winning playspace concept design features a slide, swings and climbing equipment that appeals to a wide range of ages.
Council’s Design team will finalise the students’ concept into a completed design, ready for tender, with construction of the playspace starting in early 2026. Follow the “Project Timeline” section to see the latest updates on the project’s progress.

What could be included in this upgrade?
After conducting a site assessment and getting feedback from local residents and site users about what they'd like to see in their new playspace, Council will develop the design in line with state government guidelines and our Playspace Design Guidelines. You can find these in the Sport and Recreation Strategy under the 'Related Documents' section of this page.
Our guidelines outline the types of infrastructure which need to be included in an upgrade depending on whether the playspace is a local, district, or Citywide facility.
Cambridge Park Reserve is a local playspace and the upgrade could include:
- new play equipment
- outdoor health and fitness equipment
- seating
- pathways
- surface upgrades
- natural and/or artificial shade
- landscaping
- water bubblers
