The Mamre Road Precinct is within the Western Sydney Employment Area and was rezoned in June 2020.

As part of the delivery of key infrastructure for the development of the Mamre Road Precinct at Kemps Creek, Aldington Road and Abbotts Road are to be upgraded into a four lane, divided carriageway distributor road to cater for the future needs of the area. To accommodate the upgrade, a change in road levels was initially notified in February 2023. Since that time, detailed designs have been undertaken that have varied road levels from the original concept design. As required under the NSW Roads Act 1993, Penrith City Council, as the Roads Authority, is required to notify of the proposal to vary the existing levels of the roads.
