It is intended that Lendlease, as part of their VPA works, will deliver the road network upgrade, which will include:
- Approximately 520m of road widening between Links Road intersection to Ropes Creek Bridge
- Converting two existing dual lane roundabouts to new signalised intersections (Links Road/Ropes Crossing Boulevard and Christie Street/Boronia Road)
- Utility works and drainage infrastructure
- Provision of supporting infrastructure including a new shared path on the western side of Forrester Road, street lighting, signage and line marking
- Earthworks and landscaping.
The Review of Environmental Factors (REF) has been prepared by Keylan Consulting Pty Ltd for Penrith City Council and provides an assessment of the potential environmental impacts associated with the proposed roadworks and associated upgrade works on Forrester Road, St Marys.

The REF will be on public exhibition between 7 August 2026 to 27 August 2026. Relevant documents can be downloaded from this page. Hard copies can also be made available for public viewing at the Civic Centre and Council’s St Mary’s Office on Queen Street.
